Smart Water Uganda

A Digital Metering Project For Sustainable Water Management

Administrative Overview

The Government of Uganda, through the NEPB, seeks to enhance water resource management, reduce non-revenue water, and improve billing efficiency through the adoption of smart water metering technologies. In pursuit of this goal, the government is engaging a qualified private contractor to supply and support the installation of smart water meters across residential, commercial, and industrial consumer segments.

The smart meters will utilize advanced metering infrastructure (AMI), including remote reading capabilities, real-time data transmission, leak detection, and tamper alerts. These technologies will contribute to improved water conservation, accurate billing, and reduced operational costs.

This initiative supports Uganda’s Vision 2040 and aligns with the National Development Plan (NDP III) by fostering digital transformation and improved service delivery in the water sector.

Objectives

  1. Enhance Water Management: To improve monitoring, control, and management of water consumption across all sectors using smart metering technology.
  2. Reduce Water Loss: To significantly cut down non-revenue water through real-time leak detection and unauthorized usage alerts.
  3. Improve Billing Accuracy: To ensure accurate, transparent, and timely billing based on real consumption data, thereby boosting revenue collection.
  4. Empower Consumers: To enable consumers to monitor and manage their water usage through user-friendly digital platforms.
  5. Support Digital Transformation: To advance the digitization of public utilities in line with national ICT and innovation strategies.
  6. Enhance Service Delivery: To provide utility providers and consumers with reliable data that facilitates quicker response to faults and service interruptions.

Mision

To deliver state-of-the-art smart water metering solutions that enhance the efficiency, accountability, and sustainability of water services in Uganda through strategic public-private collaboration.

Vision

To lead the transformation of Uganda’s water sector by deploying intelligent metering technologies that support equitable access, resource efficiency, and digital innovation.

Goal

To supply, deploy, and support the integration of smart water meters across Uganda’s residential, commercial, and industrial sectors, enabling data-driven water management and improved service delivery for all stakeholders.
