Integrated Public Service Equipment Supply Project (IPSESP) – Uganda

Administrative Overview

In alignment with its Vision 2040 and National Development Plan III (NDP III), the Government of Uganda continues to prioritize investments in education, urban sanitation, and smart infrastructure. Through the relevant council NEPB, ministries and public institutions — including the Ministry of Education and Sports, Ministry of Local Government, and the Ministry of Works and Transport — the government is engaging private contractors for the supply and delivery of critical equipment aimed at supporting digital learning, urban cleanliness, and waste management.
 

This integrated procurement initiative includes:

  • Supply of laptops to public universities to enhance e-learning, research, and administration.
  • Provision of road sweeper trucks to urban centers to promote cleaner, healthier cities and reduce dust pollution.
  • Distribution of garbage trucks to newly formed cities to improve solid waste management, environmental health, and urban resilience.
 
The implementation of this project will be closely monitored by government agencies, ensuring adherence to quality standards, timely delivery, and long-term service support.

Objectives

  1. Enhance Higher Education: To improve access to digital tools and ICT infrastructure in government-aided universities through laptop distribution.
  2. Improve Urban Cleanliness: To promote efficient and mechanized road cleaning in urban centers with the use of road sweeper trucks.
  3. Strengthen Waste Management: To equip newly formed cities with garbage trucks that support organized and sustainable solid waste collection.
  4. Promote Public-Private Partnerships: To leverage the expertise and resources of private contractors for improved public service delivery.
  5. Advance National Development Goals: To align infrastructure and education support with Uganda’s long-term socio-economic development strategies.

Goal

To successfully procure and deliver laptops for public universities, road sweeper trucks for urban centers, and garbage trucks for newly created cities, thereby enhancing institutional performance, urban sanitation, and sustainable waste management across Uganda.
